On December 12, 1999, a 47-year-old National Park Ranger named Steve Makuakane-Jarrell was tragically murdered in Kaloko-Honokohau National Historic Park on the Big Island of Hawaii. He was responding to a visitor's complaint about a man with three unleashed dogs.
