On March 14, 2016, 41-year-old Kevin Kirk Bell was fatally shot at Higgins Court Apartments on Hine Street in Athens, Alabama. Emergency responders found Bell's body between two apartment buildings; he had sustained a single gunshot wound to the face.
Following the incident, the suspect, identified as Frank Harper Franklin, surrendered to Decatur Police and was charged with murder.
