On a cold Sunday morning in Washington, D.C., the body of a man, later identified as Anthony “Wysocki” Pryor, was discovered. It was November 23, 2008, when members of the Metropolitan Police Department’s Sixth District and personnel from the D.C. Fire and Emergency Medical Services Department responded to a call about an unconscious person at the intersection of East Capitol Street, SE, and the southbound Interstate 295 exit.
