In the winter of 2008, a life was tragically cut short on the streets of Washington, D.C. On the afternoon of Monday, December 8, at approximately 2:46 pm, Orlando Louis Carroll was in the area of 1st and U Streets, NW when he was fatally shot. The incident left a void in the community and in the hearts of those who knew him.
