In the early morning hours of a summer Saturday in Washington, D.C., a burst of gunfire shattered the quiet of the 1300 block of Riggs Street, NW. It was approximately 1:43 a.m. on July 18, 2015, when police responded to the sound of gunshots in the Logan Circle neighborhood. Arriving at the scene, they discovered a man inside a car, suffering from apparent gunshot wounds. The man was identified as 33-year-old Charles Douglas of District Heights, Maryland.
