Joe Albert Foster IV, a 21-year-old resident of Birmingham, Alabama, was fatally shot on July 28, 2020. The incident occurred at the Villas at Westridge Apartment Complex, where officers from the Birmingham Police Department responded to a call about shots fired at approximately 12:21 a.m.
