On the evening of September 12, 2009, a fatal encounter unfolded in a West Valley City driveway, leaving a family without a loved one and a community with unanswered questions. Jose Luis Venegas, a 35-year-old Hispanic male, was preparing to get into his vehicle at his residence located at 3261 West 2920 South. It was at this seemingly ordinary moment that an unknown male approached him. Without warning, the unidentified individual opened fire, striking Venegas.
