In the late afternoon of Sunday, May 28, 2017, a burst of violence shattered the peace of an East Knoxville neighborhood, leaving a family heartbroken and a community searching for answers. Charles 'Chucky' Norman Brown, a 53-year-old Caucasian male, was in the front yard of his home at 1921 E. Fifth Avenue when he was fatally shot. Responding investigators found him suffering from a gunshot wound, and he succumbed to his injuries shortly thereafter.
