Joseph Chang Ha, a 67-year-old Asian/Pacific Islander male from Philadelphia, was killed on February 27, 2009, in the Olney section of the city. His death was recorded among Philadelphia’s 2009 homicide victims, with the location tied to the 400 block of West Chew Avenue. Online reporting also identified him as Chang Joe Ha, a business owner whose ordinary end-of-day routine turned into a fatal encounter.
