Timothy Artis, 23, a Black male from Philadelphia, was found wounded on Monday, March 24, 2014, on the 7300 block of Garman Street. He was in the driver's seat of a tan 2000 Nissan Maxima when Philadelphia police arrived at about 1:11 p.m. What began as a response to a shooting became a homicide investigation after officers discovered that he had been struck by several gunshots.
