Justin Ruff, a 23-year-old resident of Philadelphia, was shot and killed on December 19, 2015. The incident took place in the 5500 block of Belmar Street at around 11:12 a.m. when officers from the Philadelphia Police Department responded to reports of a shooting. They found Justin Ruff lying on the sidewalk, having suffered multiple gunshot wounds.
