On a Thursday afternoon in Philadelphia, the 4th of February, 2016, a burst of violence on the 100 block of West Dauphin Street cut short the life of Norman Fletcher. A 28-year-old Hispanic male, Fletcher was found by Philadelphia Police officers who responded to a call at 1:24 p.m. He had been shot multiple times.
