On the evening of Tuesday, March 8, 2016, a burst of gunfire shattered the quiet on the 2100 block of North Van Pelt Street in Philadelphia. When police officers arrived at the scene at 6:25 p.m., they found 21-year-old Quadir Whitney lying in the street, suffering from gunshot wounds.
