Who killed 40 year old Leotis Bullard in 1988?
African-American/Black male Leotis Bullard, age 40, moved through the late hours of September 22, 1988 in North Portland with the routine of someone known on the streets and in familiar rooms. Shortly before midnight, he was inside a house on the 100 block of NE Beech Street that police later described as a known crack house.
