On the night of May 9, 2021, a house party in the 8500 block of Southeast Harney Street in Portland, Oregon, turned tragic. Jemare Lowell Manns, a 21-year-old Black male, was found unconscious by Portland Police officers who had responded to reports of gunfire at the residence.
