On November 21, 2016, 28-year-old Devaughn Tibbs was shot and killed in Roselawn, a neighborhood in Cincinnati, Ohio. The incident took place in the 1600 block of Sparkle Drive around 3 p.m. Emergency responders arrived on the scene and rushed Devaughn to the University of Cincinnati Medical Center.
