Matthew Scott Webb was a friendly, loving man whose smile could light up a room. Born in Stephens County, Georgia, on November 1, 1994, to the late Pamela Haley Webb, Matthew, 31, was a beloved father, brother, and uncle. Those who knew him said that to know him was to love him. He was a doting father to his daughter, Khaleesi Hansen, and a cherished brother to his sister, Alicia Fruster. He also leaves behind his nephews, Ta’Quavian, Jakaden, Jayden, Kamani, and Zane, and his niece, Arielle.
Matthew found joy in the kitchen and was known as an amazing cook. He never met a stranger and treated his close friends like his chosen family, greeting everyone he met with a warm smile.
On the afternoon of Tuesday, September 29, 2026, Matthew’s life was cut short in Clayton, a small town in the mountains of Rabun County. Around 3:30 p.m., deputies from the Rabun County Sheriff’s Office were dispatched to Sutton Lane after receiving a report of a shooting. When they arrived, they found a young man frantically waving for them to follow him up the road. A short distance away, deputies discovered Matthew Webb lying unresponsive in the street. He was covered in blood, having sustained multiple gunshot wounds. One deputy recognized Matthew from previous encounters. Despite the immediate arrival of emergency medical services and their attempts at cardiopulmonary resuscitation, Matthew was pronounced dead at the scene by Rabun County Coroner Sam Beck.
At the scene, deputies encountered 34-year-old Casey Ramey, also of Clayton. According to incident reports released later, Ramey was found kneeling in his driveway with his hands raised above his head as deputies approached. He was taken into custody without incident. Ramey reportedly told the deputies that the firearm he used was unloaded and in the front seat of his vehicle, a white Mercedes with the driver's door open. Investigators recovered a handgun from the driver's seat; the magazine was still inserted, but it was not immediately clear if it contained ammunition. Authorities confirmed that Ramey and Webb knew each other, but a motive for the fatal confrontation was not released.
The investigation was a joint effort between the Rabun County Sheriff’s Office and the Georgia Bureau of Investigation (GBI). GBI agents were called in to process the crime scene, where investigators documented blood trails along the driveway leading toward where they believed the shooting occurred. An autopsy for Matthew was scheduled at the GBI Medical Examiner’s Office to officially determine the cause of death. Following the initial investigation, authorities secured arrest warrants for Casey Ramey.
Casey Ramey was charged with felony murder and aggravated assault. He was transported to the Rabun County Detention Center, where he was held without bond. The sheriff's office announced that once their investigation was complete, the case would be turned over to the Mountain Judicial Circuit District Attorney's Office for prosecution. The case against Ramey was pending prosecution as of October 2026.
In the wake of his death, Matthew’s family planned a celebration of his life to be held at a later date. They asked that, in lieu of flowers, donations be made to Beck Funeral Home in Clayton to help with funeral expenses. Matthew’s obituary remembered him as a loving person whose friendly demeanor touched many lives. He is remembered not just for the tragic way he died, but for the joy and warmth he brought to his family and friends during his life.
