On the night of September 1, 2001, a retired city employee, Thomas Ruiz, was discovered lying on the sidewalk at the intersection of Conklin Avenue and Gates Street in Binghamton, New York. The 59-year-old Hispanic man had sustained severe head injuries that were consistent with being struck. Emergency services responded to the scene, and Ruiz was transported to Wilson Memorial Regional Medical Center for treatment.
