In the predawn hours of Sunday, February 22, 2026, the life of 18-year-old Ravell Javion Steptoe, a Black male from Hammond, Louisiana, was tragically cut short in a sudden act of violence. The incident occurred around 2 a.m. on the I-55 northbound entrance ramp at University Avenue.
