In the predawn hours of Sunday, February 22, 2026, the life of 18-year-old Ravell Javion Steptoe, a Black male from Hammond, Louisiana, was tragically cut short in a sudden act of violence. The incident occurred around 2 a.m. on the I-55 northbound entrance ramp at University Avenue. Steptoe, driving a black Kia sedan, had pulled over to the side of the road to meet a relative who was in a blue Ford Mustang.
They had stopped to exchange an item, a simple, everyday task that placed them in the path of an unknown assailant.
As the two vehicles were parked on the on-ramp, a third vehicle approached them. Without warning, an occupant of the passing vehicle opened fire on the parked cars. In the hail of bullets, Javion Steptoe was struck and fatally wounded. The two other occupants of the vehicles were unharmed in the attack. By the time Tangipahoa Parish Sheriff's Office deputies arrived at the scene in response to reports of shots fired, they found Steptoe deceased from a gunshot wound.
