In the early morning hours of December 6, 2025, a dispute in the parking lot of the Elks Lodge in New Kensington, Pennsylvania, turned deadly for 46-year-old Jeffrey Ballard. Ballard, who worked as a bouncer at the lodge, was attempting to intervene in an altercation involving his brother, Steffon Ballard, and another individual. The situation escalated when Steffon Ballard reportedly pulled out a handgun.
According to witness accounts and surveillance footage, Steffon Ballard began to
strike the other man with the firearm. During this assault, the gun discharged, and a single bullet struck Jeffrey Ballard in the leg. In the ensuing chaos, both Steffon Ballard and the other man involved in the initial conflict fled the scene. Emergency services were called, and Jeffrey Ballard was transported to a local hospital, but the injury to his upper thigh proved fatal, and he was pronounced dead from severe blood loss.
The Westmoreland County District Attorney's office quickly identified Steffon Ballard, 38, as the primary suspect in his brother's death. A warrant was issued for his arrest on charges of criminal homicide, attempted homicide, aggravated assault, and illegal possession of a firearm. After a brief manhunt, Steffon Ballard turned himself in to authorities. He was subsequently arraigned and, due to the nature of the charges, was denied bail and remanded to the Westmoreland County jail to await his preliminary hearing. The Elks Lodge was temporarily closed by court order following the incident, citing a history of numerous police calls to the location.
