Kylan P. Talbert, a 27-year-old White male, was shot and killed on the morning of November 21, 2025, in a parking garage in Portland, Oregon’s Hollywood District. Just before 6:50 a.m., officers from the Portland Police Bureau were dispatched to the 4200 block of Northeast Halsey Street after reports of gunfire in the multi-level garage situated between the Laurel42 Apartments and a 24 Hour Fitness. When they arrived, they found two gunshot victims inside the structure.
Talbert, identified as being from Gresham, Oregon, was pronounced dead at the scene, and the county medical examiner later ruled his death a homicide caused by gunshot wounds. A second adult male who had also been shot was rushed to a local hospital, where authorities said he was expected to survive his injuries.
Witnesses in the surrounding apartment complex reported hearing a series of sharp bangs around the time of the shooting, with one resident initially thinking a car was backfiring repeatedly in the garage before it became clear that something more serious had occurred. Police and fire crews quickly converged on the scene, closing a stretch of Northeast Halsey Street between 42nd and 43rd avenues while detectives processed evidence, documented the layout of the crime scene, and arranged for vehicles to be towed so investigators could fully examine the second level of the garage where the confrontation took place. Authorities emphasized that, based on early information, there was no ongoing danger to the broader public, framing the incident as a targeted act rather than a random attack.
Over the course of the day, homicide detectives developed information pointing to a specific suspect: 39-year-old Portland resident Daniel A. Snegirev. Investigators concluded that the shooting grew out of a confrontation on the second story of the parking garage involving three men who knew one another and had a prior history. According to police, tips from witnesses at the scene and from people familiar with the individuals involved helped them identify Snegirev and track his movements after he fled the garage. By that afternoon, officers, working with the Washington County Sheriff’s Office Tactical Negotiations Team, located him at a hotel in Tigard, Oregon. After surveilling the location for several hours while a tactical plan was prepared, officers moved in; authorities say Snegirev surrendered without force and was taken into custody before being transported to be interviewed by Portland detectives.
Following his arrest, Snegirev was booked into the Multnomah County Detention Center on a series of serious felony charges: second-degree murder with a firearm in connection with Talbert’s death, second-degree attempted murder for the shooting of the surviving victim, first-degree assault, and two counts of unlawful use of a weapon with a firearm. Prosecutors later told the court that investigators believe the victims were specifically targeted, echoing police statements that the crime was not random. At an initial court appearance days later, Snegirev pleaded not guilty to the charges and was ordered held without bail while the case proceeds. As of the latest public reporting, he remains the only person arrested in connection with the shooting, and no additional suspects have been publicly identified.
