Kylan P. Talbert, a 27-year-old White male, was shot and killed on the morning of November 21, 2025, in a parking garage in Portland, Oregon’s Hollywood District. Just before 6:50 a.m., officers from the Portland Police Bureau were dispatched to the 4200 block of Northeast Halsey Street after reports of gunfire in the multi-level garage situated between the Laurel42 Apartments and a 24 Hour Fitness.
