In the late hours of February 21, 2023, a tragedy unfolded in the Creston-Kenilworth neighborhood of Southeast Portland. Dakota J. Bachand, a 27-year-old White male, was fatally shot in an incident that sent shockwaves through the community. The shooting occurred just after 10:00 p.m. in the 3100 block of Southeast Powell Boulevard, a bustling area not typically associated with such violence.

Central Precinct officers were the first to arrive on the scene, where they discovered Bachand suffering from a gunshot wound. He was immediately transported to a local hospital with life-threatening injuries. Despite the best efforts of medical personnel, Bachand succumbed to his injuries and was pronounced dead at the hospital. His family, who described him as a beloved individual, later released a photo of him with his dog, asking for privacy during their time of grief.

The investigation into Bachand's death was swift. Initially handled by the Focused Intervention Team and the Enhanced Community Safety Team, the case was quickly transferred to the Portland Homicide Unit following Bachand's passing. A person of interest was detained shortly after the incident. This individual was later identified as 19-year-old Trevian L. Luster.

Detectives subsequently arrested and booked Luster into the Multnomah County Detention Center. He faces serious charges, including Murder in the Second Degree and Unlawful Use of a Weapon. In addition to the charges related to Bachand's death, Luster also had an outstanding warrant. Authorities have urged anyone with additional information about the shooting to come forward and assist with the ongoing investigation.
