On a late summer evening in Portland, Oregon, on August 28, 1993, a party was underway in the 500 block of NE 80th Avenue. The gathering was attended by a number of young people of Vietnamese descent. Among them was 19-year-old Tien Hoang Truong, a Vietnamese male from Seattle.
