In the late morning of June 10, 2025, a sense of unease settled over the 800 block of South Rodney Parham Road in Little Rock, Arkansas. At approximately 10:54 a.m., the Little Rock Police Department received a call that would unravel a tragedy. Responding officers arrived at the scene to find 19-year-old Kayla Payne, a Black female, suffering from a life-threatening gunshot wound.
