On November 28, 2006, Ryan Rivers, a 23-month-old white male child from Pierrepont, New York, tragically drowned in a bathtub at his grandparents’ home. At the time of the incident, Shirley Winters, a family acquaintance with a long and troubling history, was visiting the residence. The child was found lying face-up in a nearly empty tub, prompting immediate concern and a criminal investigation.
