Thirty-eight-year-old Hispanic male Joseph Otero had been born in Puerto Rico, grown up in New York's Spanish Harlem, and spent two decades in the U.S. Air Force before settling in Wichita, Kansas, with his wife Julie and their children. The retired technical sergeant was working in aviation and raising a close-knit family when he became an unintended target for a prowling stranger who would later call himself “BTK.”
