On September 20, 1988, the body of Michele Gordon, age 22, was found on the rocky banks of the Chesapeake & Delaware Canal after she had last been seen days earlier entering a blue Ford panel van along U.S. Route 40 near the Newark area of Delaware. Her discovery echoed the mounting dread surrounding a string of attacks on women along that corridor; the autopsy indicated homicide and reports later noted cocaine in her system, a detail that would become central to
explaining how a prolonged, brutal assault could end with cardiac collapse.
By then, law enforcement had launched an intensive undercover operation on Route 40. An officer posing as a sex worker encountered the same blue Ford multiple times, managed to obtain the license plate, and tore fibers from the van's blue carpet—physical clues that matched trace evidence from earlier victims. That van was tied to Steven Brian Pennell, a 31-year-old married electrician with no prior record. A search warrant revealed a cache of restraints and tools described in court as a “torture kit,” along with fibers and biological traces linking back to the murdered women.
Pennell was arrested on November 29, 1988, and indicted for the murders of Shirley Ellis, Catherine DiMauro, and Michele Gordon, all from the Newark, Delaware area. His trial the following year resulted in convictions that were upheld on appeal, with the state Supreme Court summarizing the evidence and affirming the jury's findings. Separately, the investigation connected him to additional victims from the same highway corridor pattern.
In 1991, Pennell entered no-contest pleas to two counts of first-degree murder for Michele Gordon and Kathleen Meyer. A judge imposed death sentences in those cases, and the Delaware Supreme Court later affirmed the penalty. On March 14, 1992, Pennell was executed by lethal injection—the state's first execution since 1946—closing the legal chapter on the Route 40 murders.
