On January 11, 1990, 25-year-old African American female Jeanette Thomas disappeared after leaving a bar in the Allison Hill neighborhood of Harrisburg, Pennsylvania. Her remains were discovered in 1990 or 1991, and William Kelly, a 31-year-old man, confessed to her murder and pleaded guilty. Kelly was sentenced to 10 to 20 years in prison. However, subsequent DNA testing revealed that Joseph Daniel Miller was the actual perpetrator, leading to Kelly's release.
Joseph Daniel Miller, born on September 2, 1964, in Steelton, Pennsylvania, is a white male serial killer and rapist who committed a series of heinous crimes in the Harrisburg area between 1986 and 1990, targeting young African American women. Miller's modus operandi typically involved offering victims a ride, taking them to secluded locations, and then assaulting and murdering them. His actions led to the deaths of at least five women.
On August 5, 1992, Miller attempted to murder Clara Johnson, a young African American woman, but she survived and provided crucial information to the authorities. The following day, police traced Miller to his residence in Steelton. Upon their arrival, Miller fled to a nearby three-story building and threatened to jump off the roof during a six-hour standoff before surrendering.
While in custody, Miller waived his Miranda rights and confessed to multiple murders, including those of Selina Franklin and Stephanie McDuffey. In March 1993, he was convicted of these murders and sentenced to death. Later, he was convicted of the murder of Kathy Shenck and received a life sentence. In 2016, Miller confessed to the murders of Kelly Ann Ward and Jeanette Thomas, leading to two additional life sentences.
Miller's death sentences were later commuted to life imprisonment without the possibility of parole due to a ruling that he was mentally handicapped. He is currently serving multiple life sentences at the State Correctional Institution in Camp Hill, Pennsylvania.
