In the quiet community of Frankfort, Kentucky, the life of 31-year-old Herman Marcel Buchanan was tragically cut short on March 7, 2003. A resident of the Forest Villa Apartments for only about three months, few of his neighbors knew him well. The complex, generally considered a safe place to live, was shattered by the violence that unfolded. Buchanan was found shot, his blood staining the sidewalk in front of his first-floor apartment, leaving residents in a state of shock and fear.
