In the early morning hours of a late August day in 1992, the life of 29-year-old Charles Boulware was tragically cut short on a Washington, D.C. sidewalk. The male victim was discovered at approximately 5:43 a.m. in the unit block of T Street, Northwest, having sustained multiple stab wounds. Despite the efforts of emergency services who transported him to a local hospital, his injuries proved fatal.
At the time, law enforcement officials had no suspects and had not determined a motive for the slaying, leaving a painful void and many unanswered questions for his loved ones and the community.
For nearly three decades, the case of Charles Boulware's death remained a cold file, a stark reminder of a life taken too soon and a perpetrator who remained at large. The passage of time did little to dull the memory of the violent act, and detectives continued to seek a resolution. The breakthrough in the long-unsolved homicide finally came in September of 2021, when the Metropolitan Police Department's Homicide Branch announced a significant development in the case.
After years of investigation, an arrest was made, bringing a renewed sense of hope for justice. Members of the Capital Area Regional Fugitive Task Force, in conjunction with the Prince George's County Police Department's Repeat Offender Unit, apprehended a 53-year-old man from Clinton, Maryland. The suspect was taken into custody in Southeast, D.C., on a warrant for a murder that had occurred in Prince George's County, Maryland. Following his arrest, he was additionally charged with two counts of First Degree Murder while Armed and one count of Felony Murder in connection with the death of Charles Boulware, as well as two other cold case homicides.
