Paul Monroe, a 23-year-old male of African American ethnicity, tragically lost his life on April 15, 1993, in Austin, Texas. Monroe was allegedly involved in an armed robbery when police were called to the scene. According to reports, he was holding a duffel bag and was given commands to drop it and get on the ground. Before he could comply, former police officer Steven Deaton shot him. Monroe's last words were reportedly, "I can't see. I can't feel my legs. I need water."
