Elmer Villatoro, a 39-year-old Hispanic chef from Katy, Texas, was tragically shot and killed on July 19, 2017, while getting a haircut at the Natural Nails and Hair salon on Fry Road. Villatoro, who had worked at Antonia's Restaurant in Katy for a decade, was a beloved father of two young children and a dedicated family man.
