On a late November evening in 2015, the life of 23-year-old Devin Markell Blair was tragically cut short in Clarksville, Tennessee. On November 30th, around 9:50 p.m., Clarksville Police responded to a call of a shooting at an apartment complex located at 378 Jack Miller Blvd. Upon their arrival, officers discovered Blair suffering from a gunshot wound.
