In the Frayser neighborhood of Memphis, Tennessee, on the evening of December 10, 2017, Terrill Neely, a 25-year-old Black man, was sitting in his car in front of his home on Elbert Street. It was a moment of stillness that was abruptly shattered when two unidentified men approached the vehicle and opened fire.
