In the early morning hours of a December weekend in Knoxville, Tennessee, the life of Galven Jamor Siler, a 29-year-old African American male, was irrevocably altered. On December 18, 2021, after an evening spent with friends in the Old City, Siler and his companions went to an after-hours gathering at 3 Kingz Tattoos located at 1425 Magnolia Avenue.
