Patrolman Francis E. Kowalski, aged 29, was a dedicated officer of the Chester City Police Department in Pennsylvania. On December 16, 1929, he responded to a report of a fight at the Lincoln Restaurant located at Third and Flower Streets. Tragically, while attempting to intervene and restore order, Patrolman Kowalski was shot and killed.
