Francis E. Kowalski, a 29-year-old White / Caucasian male, was a patrolman with the Chester City Police Department in Chester, Pennsylvania, when he was killed in the line of duty on December 16, 1929. His death unfolded after he responded to a report of a fight at a restaurant at Third and Flower Streets, a place that should have been an ordinary stop in the city’s daily rhythm but instead became the scene of a fatal encounter.
