Frederick Peter Dukes, a 45-year-old male police officer with the Philadelphia Police Department, tragically lost his life on December 24, 1990. Officer Dukes, who was a U.S. Army veteran, had served with the Philadelphia Police Department for five years and was assigned to the Highway Patrol Division.
