Alvin Clayton Palmer, a 27-year-old male of African American ethnicity, was a dedicated officer with the Philadelphia Housing Authority Police Department. On April 11, 1995, Officer Palmer was involved in a pursuit of robbery suspects in the area of Fifth Street and Westmoreland Street.
