Robert Porter, a 28-year-old male police officer with the Philadelphia Police Department, was tragically shot and killed on the night of January 19, 1996. Officer Porter, who was off-duty at the time, was in the company of another off-duty officer when they were approached by three men outside of Scooter's Lounge, a sports bar located at 38th and Lancaster streets.
