Detective John Thomas Cousin, aged 48, was a dedicated officer with the Philadelphia Police Department, having served for 26 years. On August 15, 1996, Detective Cousin was tragically shot and killed during an attempted robbery while walking outside his home. The incident occurred on Oakland Street near Bridge, Oxford Circle.
