Stephen Liczbinski, a 39-year-old male of Polish-American ethnicity, was a sergeant with the Philadelphia Police Department. On May 3, 2008, he was tragically shot and killed while responding to a bank robbery call in the Port Richmond neighborhood of Philadelphia.
