In the early morning hours of July 24, 2010, the life of 21-year-old Rahim Hicks was tragically cut short in a burst of gunfire outside a seafood restaurant in Chester, Pennsylvania. Hicks, a graduate of Chester High School who was known for his entrepreneurial spirit and his love for fishing and NASCAR, was a junior member of a volunteer fire company.
