On Tuesday, December 15, 2015, at approximately 5:18 p.m., Philadelphia Police Officers responded to a call on the 5700 block of Warrington Avenue. Upon arrival, they discovered 19-year-old Black male, Docminque Waugh, lying on the sidewalk. He had sustained gunshot wounds to his back and abdomen. Officers immediately transported him to Penn Presbyterian Medical Center, where he was admitted in critical condition.
