Raymond Edward "Tank" O'Neal, a 17-year-old male of African American ethnicity, tragically lost his life on January 19, 2016, in Pittsburgh, PA. Known on social media as "Pittsburgh's Upcoming Artist," Raymond was shot multiple times on Upland Terrace in Penn Hills, a neighborhood in Pittsburgh.
