In the early evening of February 6, 2016, a sense of unease settled over the 300 block of South Lime Street in Lancaster, Pennsylvania. That evening, 20-year-old Omaly Flores-Sandoval was shot in the head. He was privately transported to Lancaster General Hospital, but the severe wound proved fatal, and he was pronounced dead shortly after his arrival.
