In the late spring of 2016, the city of Chester, Pennsylvania, was troubled by a string of violence that claimed another life on the evening of May 23rd. Ralph Carr, a 38-year-old Black / African American male, was shot and killed shortly before 8 p.m. in the West End of the city. The incident occurred in the 1100 block of Carla’s Lane, within the Ruth L. Bennett Homes public housing development.
