Linda Rios-Neuby, a 37-year-old Hispanic woman, was tragically killed on August 17, 2018, in her Northeast Philadelphia home. She was the Director of Human Resources for the Philadelphia City Council and a beloved colleague and mother to two young daughters. Her death was part of a murder-suicide incident involving her estranged husband, Haywood Neuby Jr.
