Harvey Govan Jr., a 52-year-old African American man from Harrisburg, Pennsylvania, tragically passed away on August 20, 2019. He was fatally shot around 12:15 a.m. in the first block of South 17th Street while walking home from Piccolos Cafe. The Harrisburg Police Department responded to the scene and found Harvey deceased from gunshot wounds. The incident was quickly classified as a homicide, and the police launched an investigation to determine the circumstances surrounding his death.
