In the early hours of August 20, 2019, Harvey Govan Jr., a 52-year-old male, was walking home in his Harrisburg, Pennsylvania neighborhood. At approximately 12:15 a.m., in the first block of South 17th Street, his journey was tragically cut short when he was shot and killed. The incident was quickly ruled a homicide, prompting an investigation by the Harrisburg Police.
