On the evening of Friday, November 8, 2019, a burst of gunfire shattered the quiet on the 2700 block of Garnett Street in Philadelphia. When police officers arrived at the scene around 6:00 p.m., they found 43-year-old Rhisheen Wilkes suffering from multiple gunshot wounds. A Black male from the 3200 block of North Dover Street, Wilkes was a son, brother, father, and grandfather who was deeply loved by his family and friends.
