Skylar Owens Mooney, a 19-year-old woman from Broomall, Pennsylvania, tragically lost her life on October 8, 2020, in Philadelphia, PA. She was fatally wounded during an attempted carjacking by Stanley Cochran, a 29-year-old man who was on a violent crime spree in Philadelphia's Germantown neighborhood.
